We have received requests from members in countries not currently affected by Ebola to support their efforts in preparing for a possible outbreak. These include projects aimed at strengthening health systems so as to be better able to deal with a possible outbreak.

We have also received enquires related to longer term initiatives in countries currently affected by Ebola (Liberia, Sierra Leone and Guinea) which cost substantially more than the €15,000, that is the limit for emergency funding. These include projects aimed at strengthening health systems so as to be better able to deal with the medium term challenges. They also include initiatives in other sectors funded by Misean Cara, particularly livelihoods and education.

If the projects are longer term in nature and need higher levels of funding it would be more appropriate to use the PSS or MPSS schemes. Given the unpredictable nature of the emergency it is also important that sufficient funding is kept available in the emergency funding scheme to support members in Ebola affected countries address the immediate needs created by the outbreak.

However, in response to the above requests, and given the urgency of initiating such projects, Misean Cara has opened a special round specifically for PSS and MPSS applications to support members in:
A) Preparing for a possible outbreak of Ebola in countries at risk of an Ebola outbreak and / or
B) Projects that are more long term in nature and which need more substantial funding in countries currently affected by Ebola.

Applications can be submitted through the PSS or MPSS funding schemes. Applications can be submitted at any time, and Misean Cara will make arrangements to review them as quickly as possible. Please note that funding is limited and members looking for funding for a project in any country outside of West Africa will need to make the case as to why the country is at risk of an Ebola outbreak.

Please note that all applications for Ebola related projects need to make clear how they address the safety of staff involved, and how the project follows best practice related to employee safety. They also need to address how they are coordinating with other organisations / relevant government departments who are fighting Ebola.
